NITI Aayog : Attached Offices

There are two offices attached to the NITI Aayog.

1. National Institute of Labour Economics Research and Development (NILERD):

The National Institute of Labour Economics Research and Development, formerly known as the Institute of Applied Manpower Research (IAMR), is a central autonomous organization attached to the NITI Aayog.

Key Features:

  • Research, Data Collection, and Training: NILERD focuses on human capital planning, human resource development, and monitoring and evaluation.
  • Historical Background: Established in 1962 under the Societies Registration Act of 1860 as an institution for policy research on human capital development.
  • Renaming: The IAMR was renamed NILERD in 2014.
  • Funding: Mainly funded by grants-in-aid from NITI Aayog, supplemented by revenue from contracted research projects and educational activities.
  • Objectives: To advance knowledge about human resources through research, education, and training.

2. Development Monitoring and Evaluation Office (DMEO):

The Development Monitoring and Evaluation Office was established in 2015 as an attached office of the NITI Aayog by merging the Programme Evaluation Organization and the Independent Evaluation Office.

Key Features:

  • Role and Structure: DMEO is headed by the Director General, equivalent to an Additional Secretary to the Government of India. It has separate budgetary allocations, manpower, and functional autonomy.
  • Responsibilities: DMEO is responsible for monitoring and evaluating the implementation of government programs and initiatives.
Functions:
  • Monitoring: Overseeing the implementation of government programs and the progress of Sustainable Development Goals (SDGs).
  • Designing Terms of Reference (TORs): Assisting ministries in creating TORs for evaluation studies.
  • Promoting Cooperative Federalism: Encouraging collaboration between central and state governments.
  • Evaluation: Conducting evaluations of government programs.
