- The Governor ensures that the annual financial statement (commonly known as the state budget) is laid before the state legislature.

- Money bills can be introduced in the state legislature only with the Governor's prior recommendation.
Recommendation for Grants:
- No demand for a grant can be made in the state legislature except on the Governor's recommendation.
Advances from Contingency Fund:
- The Governor can make advances out of the state's Contingency Fund to meet any unforeseen expenditure.
Constitution of Finance Commission:
- The Governor constitutes a finance commission after every five years to review the financial position of the panchayats and the municipalities within the state.
Judicial Powers:
Clemency Powers:
- The Governor can grant pardons, reprieves, respites, and remissions of punishment. They can also suspend, remit, and commute the sentence of any person convicted of an offense against any law relating to a matter within the executive power of the state.
Consultation in Appointing High Court Judges:
- The Governor is consulted by the President of India when appointing judges to the state high court.
Appointments, Postings, and Promotions of District Judges:
- The Governor, in consultation with the state high court, makes appointments, postings, and promotions of district judges.
Appointments to the Judicial Service of the State:
- The Governor appoints persons to the judicial service of the state (other than district judges) in consultation with the state high court and the State Public Service Commission.
