Union Public Service Commission (UPSC)

Articles 315 to 323 in Part XIV of the Constitution deal with the Union Public Service Commission (UPSC) and State Public Service Commissions (SPSCs).
Key Details:
  • Chairman: The current chairman of the UPSC is Manoj Soni.
  • Composition: The UPSC consists of a chairman and other members appointed by the president of India.
  • Tenure: Members of the UPSC hold office for a term of six years or until they attain the age of 65 years, whichever is earlier.
  • Removal: The chairman or a member of the UPSC can be removed from office by the president only in the manner and on the grounds mentioned in the Constitution.
  • Expenses: The entire expenses, including the salaries, allowances, and pensions of the chairman and members of the UPSC, are charged to the Consolidated Fund of India.
Employment Restrictions:
  • The chairman of the UPSC, upon leaving office, is not eligible for further employment in the Government of India or a state.
  • A member of the UPSC, upon leaving office, is eligible for appointment as the chairman of the UPSC or a State Public Service Commission (SPSC), but not for any other employment in the Government of India or a state.
  • Members of the UPSC are not eligible for reappointment after completing their term.

State Public Service Commission (SPSC)

Key Details:
  • Chairman: Parmar Ravi Manubhai is the current chairman of the Bihar Public Service Commission (BPSC).
  • Composition: Each State Public Service Commission consists of a chairman and other members appointed by the governor of the state.
  • Tenure: The chairman and members of the commission hold office for a term of six years or until they attain the age of 62 years, whichever is earlier. (In the case of the UPSC, the age limit is 65 years.)
  • Removal: The chairman or a member of an SPSC can be removed from office by the president only in the manner and on the grounds mentioned in the Constitution.
Both the UPSC and SPSCs play a crucial role in recruiting candidates for various civil service positions and providing services to both the central and state governments.
